The state had an unusual birth, the first to enter the Union by way of a territory. Before joining, the pioneers of the area tested self government more than once. From Watauga Association to Cumberland Compact to the would-be State of Franklin, the citizens ruled themselves without an okay from any outside system.

The author has listed, in family name alphabetical order, the more than one thousand appointments Governor Blount made filling the civil and militia posts during the 6-year period. Foster uses three catagories to help tell the territory story: The settlers, Native Americans and Government. He makes good use of maps, a timeline, photos and population charts.
