Synopsis:

Selecting the proper equipment and developing a markmanship program for a small police or sheriff's office is often difficult. Small departments have to contend with fewer officers, usually a heavy demand on officer time, limited economic resources, and a low level of skill coupled with an equally low level of interest in the subject. Training in such departments tends to be limited and done on a hit-and-run basis. A program is needed that takes advantage of the smallness of the department, while at the same time recognizing the inherent limitations of smaller operations. The material is designed to provide the chief or training officer with a carefully planned training program and evaluation of the equipment the department should consider owning.
