This will be accomplished by forming Public Private Partnerships (PPP) with major stakeholders in a region. The mechanism for advancing this agenda is Regionalism, which is a term that describes un-elected consortiums. The result of Regionalism is it by-passes the traditional relationship citizens have with their elected officials.

This section offers HUD Sustainable Communities Regional Planning grant requirements. This provides those seeking grants with all the necessary information and requirements that must be addressed before money is distributed. The result of this grant program is wealth redistribution through:

3. Energy use and climate change
4. Public health and environmental impact

The Appendix: Case Study, Regionalism in California

California is the only state in the nation that has a full program to deal with climate change. Basically, there are three major bills that are working to implement U.N. Agenda 21 in the state: AB 32, SB 375, and SB 732. This section highlights Metropolitan Planning Organizations (MPOs), Councils of Government (COG), flowcharts their relationship with the California Air Resources Board (CARB), and how specific actions qualify cities and agencies relief from the California Environmental Quality Act (CEQA). This brings emphasis to the old adage:
