About this title:

Synopsis:

LOOK! - NEWER EDITION AVAILABLE - See the new edition of "U.N. Agenda 21: Sustainable Development in the U.S.A., 2nd Edition". Search Amazon:: ISBN 1582911266.

This title is in a convenient format for quick, easy reference. Charts & graphs simplify topics. Explained is how U.N. Agenda 21 is being implemented through grants offered by government agencies. The information here are in the departments and agencies own words. This is the actual text from the government. They tell you exactly what they are doing. They tell you exactly what is required. These are tactical action plans. These are facts; not opinions.

Section 1

Profiles The Partnership for Sustainable Communities, which is an interagency partnership between:

1. The Department of Transportation (DOT)
2. The Environmental Protection Agency (EPA)
3. The Department of Housing and Urban Development (HUD)

The goal of this partnership is to institute six Livability Principles in all communities throughout the United States. This will be accomplished by forming Public Private Partnerships (PPP) with major stakeholders in a region. The mechanism for advancing this agenda is Regionalism, which is a term that describes un-elected consortiums. The result of Regionalism is it by-passes the traditional relationship citizens have with their elected officials.

There is a graphic that explains how these agencies interact.

Section 2

This section offers HUD Sustainable Communities Regional Planning grant requirements. This provides those seeking grants with all the necessary information and requirements that must be addressed before money is distributed. The result of this grant program is wealth redistribution through:

1. Economic competitiveness and revitalization
2. Social equity, inclusion, and opportunity
3. Energy use and climate change
4. Public health and environmental impact

Therefore, all entities involved, including, states, counties, and cities will be aware of these grant requirements. If they claim they are ignorant of the process, the conclusion is that they are not being honest.

The Appendix: Case Study, Regionalism in California

California is the only state in the nation that has a full program to deal with climate change. Basically, there are three major bills that are working to implement U.N. Agenda 21 in the state: AB 32, SB 375, and SB 732. This section highlights Metropolitan Planning Organizations (MPOs), Councils of Government (COG), flowcharts their relationship with the California Air Resources Board (CARB), and how specific actions qualify cities and agencies relief from the California Environmental Quality Act (CEQA). This brings emphasis to the old adage:

There are flowcharts included, so you can visualize the complex process, making it easier to understand.

"As California goes, so goes the nation."

Governor Arnold Schwarzenegger and President Obama have stated that California's climate laws, "...Create a model for the rest of the country... lead the work to implement AB 32 nationally".

The Glossary

Finally, the glossary offers many terms and definitions used in the Sustainable Development community.
