Ambassador to Moscow Averell Harriman said, but a small group of men who by breeding and training felt comfortable on a wider field knew that America would have to assume the burdens of a global role. The Wise Men examines six exemplars of the breed. In April 1945, they converged to advise an untutored new President. Working together, they formulated a doctrine of Communist containment that has been the foundation of American policy ever since. Later, when much of what they stood for appeared to be sinking in the mire of Vietnam, they were summoned for their steady counsel and dubbed "The Wise Men." AVERELL HARRIMAN was the son of a visionary entrepreneur who built the Union Pacific Railroad. As Ambassador to the US.S.R. at the end of World War II, Harriman was the man most responsible for spreading the word that America's wartime alliance with the Soviets would not survive the peace. DEAN ACHESON was the son of an Episcopal clergyman from Connecticut. As Secretary of State, he was the architect of the Truman Doctrine and was more responsible for the Marshall Plan than General Marshall. ROBERT LOVETT'S father was president of E. H. Harriman's Union Pacific. Lovett helped bring the US. into the age of strategic air power and was the chief operating officer of the State Department during the early Cold War. In 1960 President John F. Kennedy offered him a choice of the posts of Secretary of State, Defense or Treasury. "Mr. Establishment," JOHN MCCLOY was a Wall Street lawyer and Assistant Secretary of War, High Commissioner for Germany, Chairman of the World Bank, Chairman of the Chase Bank. GEORGE KENNAN was an insecure Midwesterner who went to Princeton, joined the diplomatic corps, and became the intellectual darling of the Washington elite; CHARLES BOHLEN, born to the manner, was an amiable insider in the circles of power. These latter two became the best of friends as they rose within the foreign service to become the nation's two foremost Soviet experts. The story of the Wise Men is ultimately a human drama, one of courage and conceits, wisdom and folly. It begins with boys rowing at a New England prep school and riding horses on a sprawling Idaho ranch, covers their moments at the pinnacle of power, and takes them through the agony of Vietnam to their dying days.
