In 1965, the Historical/Architectural/Landmark committee was formed to advise the Herkimer-Oneida Counties Comprehensive Planning Program on significant historical and architectural resources in the two counties. The committee, composed of architects, historians, and interested citizens, compiled an inventory of over 600 landmarks. From 1966-1971, field documentation, photography, and historical research continued on the sites. Eleven tours were arranged based on the survey. In 1971, a grant from the New York State Council on the Arts to the Central New York Community Arts Council made possible the preparation of the survey for publication.
