Name of previous owner present. Pencil erasure residue on front cover. Cover has some wear and soiling. Workpaper appears to have been produced through an offset reproduction process. This was a paper prepared for the Seventh Conference on the Law of the World, October 12-17, 1975 held at the Shearaton-Park Hotel in Washington D.C. The conference was sponsored by: World Peach Through Law Center, Wold Associaton of Judges, World Association of Lawyers, and the World Association of Law Professors. Cover signed by Raphael Perl, perhaps the same Raphael Perl who is the Head of the Action against Terrorism Unit for the Organisation for Security and Cooperation in Europe (OSCE). According to a biographical note on the website of the Henry Jackson Society: He was previously a senior analyst for terrorism policy with the Congressional Research Service of the Library of Congress in Washington. A graduate of Georgetown University's Foreign Service and Law schools, he is the author of more than 100 congressional and academic publications on the topics of international terrorism, including International Terrorism: Threat, Policy, and Response (Congressional Research Service (CRS) 2006) and Trends in Terrorism, (Congressional Research Service (CRS) 2006). Mr Perl speaks regularly at academic institutions and governmental policy fora. He has also testified before Congress on terrorism policy issues, including the 9/11 Commission Report recommendations.
