Norton was decrying "the persistent and long continued efforts of the Cubans in this country, their sympathizers, and the filibuster portion of our American press to involve this country in a war with Spain." Sumner, born in 1811, served as a Senator from Massachusetts from 1851 until his death in 1874. He was a staunch opponent of slavery. In 1856, he was beaten unconscious with a cane, by Rep. Preston Brooks, in the senate chamber, disabling him for three years. He was Chairman of he Senate Foreign Relations Committee and that is presumably why Norton addressed the speech to him.
