The South Carolina Congressman, at the forefront of the Southern Rights movement, expresses his support of the "ancient rule," codified in the House of Representatives, "to protect the minority against the caprice or tyranny of the majority," by requiring a two-thirds vote to suspend the regular course of business. Rhett traces to its early British roots the "ancient security enjoyed by a minority to the right of free debate in Committee of the Whole." Cohen 6074. AI 41-4463 [4]. Not in Sabin or Turnbull.
