Impresa en la Oficina Elzeviriana, presenta una portada con tipografía a dos tintas y una pequeña marca tipográfica alegórica. La encuadernación de época en plena piel con nervios, dorados y tejuelo en lomera presenta algunas pequeñas faltas y rasguños, por lo demás el ejemplar presenta un magnífico estado de conservación.

Raríssima 1ª edição de uma obra jurídica sobre o direito jurisdicional e comercial dos monarcas sobre os mares da Europa, do Oriente e da América onde se refuta a obra do holandês Hugo Grocius «Mare Liberum», publicada na Holanda em 1608. Esta polémica gerou uma discussão europeia em torno dos direitos adquiridos pelos portugueses com os Descobrimentos marítimos. As várias bulas papais concedidas a favor do «Mare Clausum» e sobretudo sobre a circulação de mercadorias e capitais no mundo, influenciaram de forma decisiva o «Direito das Gentes». A polémica ganhou nova importância quando em 1635 John Selden publica esta obra 'Mare Clausum Seu De Dominio Maris', defendendo os interesses ingleses, quando os seus monarcas quiseram proibir os pescadores holandeses de utilizar a suas águas para pescar. Very rare 1st edition of this juridical work on international law on the freedom of commerce and on the right to navigate in international waters without the deterrence strategy intended by many countries (as Holland) to discourage their adversaries to compete on the old usual maritime routes to Western and Eastern Indies. Illustrated in text with 2 stunning engraved maps (pp. 122 & 239) showing western Europe (England, France, Belgium, Holland and Norway) and the other map showing England; engravings of coins in the text (pp. 141, 157, 260) showing the dominium of the seas since ancient times; tables naming the coordinates of sea charts (pp. 24-241); engravings illustrating the dominion of the seas on pages 147 and [4] . The last two unnumbered pages contain the errata. The text is printed in Latin and with several notes across the book in Greek, Hebrew/Chaldaic, and Arabic. This controversy generated a discussion around Europe on the rights acquired by the Portuguese due to the Discoveries. The several papal bulls granted in favour of «Mare Clausum» and mainly of the free circulation of goods and capitals around the world considerably influenced the ?Rights of the People? The controversy gained a new importance when, in 1635, John Selden publishes this work ?Mare Clausum Seu De Dominio Maris?, defending the English interests when the King decided to forbid Dutch fishermen to fish in British waters. 'Mare Clausum' was probably the most widely read of all of Selden?s treatises. The work discusses the issue of the dominion of the seas. The title, translated literally from Latin, means enclosed sea, in pointed opposition to the work Mare Liberum, or free sea, published by Hugo Grotius in 1609. While Grotius, a prominent Dutch legal scholar, argued that the sea was openly navigable by all countries for trade, Selden countered that the sea was as subject to a country?s private dominion as land. Mare Clausum provided the basis of England?s official position on the seas for over 100 years. Although in time Selden?s argument failed, his participation in the debate helped launch the field of modern international law.
