"The following is the cartel under which prisoners are exchanged in the existing war with the Southern States. Haxall's Landing on James River, VA, July 22, 1862." Four pages of legal details concerning prisoner exchange, etc, "A General, Commander in Chief or an Admiral shall be exchanged for officers of equal rank or for sixty privates or common seamen" etc. VG, four binding holes in left margin otherwise clean and intact. Original printing, not a modern reprint.
