Although the drive-time radio disk jockeys provide daily reminders during their traffic reports of the men who served as mayors of Charlotte for the longest period -- a record guaranteed through the year 2000 - many Charlotteans, especially newcomers, have little memory of Stanford R. Brookshire and John M. Belk in City Hall. Yet their unique contributions, not just in terms of longevity, but in bringing racial progress and solid business practices to city government, dramatically shaped the city. The Brookshire and Belk freeways accentuate that. The two men, who came directly out of the business and chamber of commerce environment, set the city's path toward the 1990s goal of making Charlotte a world class city. Those who knew them said theyr were alike in being unpretentious, in not needing their egos stroked, in their determination to do the right thing for Charlotte and in not being for sale for political gain--but not alike in many other respects. Here for the first time is chronicled what happened in their administrations--Brookshire from 1961 through 1969 and Belk from 1969 through 1977. What stands out through scores of interviews is that while Brookshire and Belk led the way, their City Managers, Bill Veeder and David Burkhalter, deserve a major share of credit for their contributions though these years.
