He had been a co-initiator of the 1st Decentralized Mail Art Congress in 1986 and published the documentation. He participated in the exhibition Mail Art. Includes a seperate white envelope containing 17 149 x 103mm microfiche cards showing over 1000 contributors to the mail art project.Two interior folded envelopes on the inside of front and back cover, one containing a single sheet introduction explaining how this mail art project was created by Blues, and the other is empty.
