This later American printing of Jay's Treaty, styled "second edition" on the titlepage, was printed the same year as the first edition. In addition to the text of the treaty, the present volume prints many interesting documents reflecting the hostility provoked by the treaty in the United States. The copious index is comprised of speeches and reports by members of Congress relative to the treaty, as well as the text of the U.S. Constitution, and that of two earlier treaties with France and the treaty with Great Britain of 1783. The second American treaty with England, this accord sought to resolve diplomatic issues arising out of the 1783 Peace treaty, settle commercial problems, and resolve neutral rights issues. It was the first to append documents concerning its long and tortured ratification process, and includes speeches and reports from members of Congress, resolutions by various local governments, and newspaper articles, plus the text of the U.S. Constitution, two 1778 treaties with France, and the 1783 treaty with Great Britain that ended the Revolution. Jay's Treaty sought to resolve issues raised in the 1783 treaty, settle ongoing commercial problems, and resolve issues of neutrality. An extensive compilation of debates in the House of Representatives in the wake of Jay's Treaty, which provoked much hostile reaction in the U.S., especially among Republicans in Congress, and which was passed only through the prestige of Washington, who felt the measure was necessary. These lengthy debates relate to constitutional issues, especially on the powers of Congress with respect to treaties. William Duane, who reprinted these debates, was publisher of the AURORA, and the leading Jeffersonian Republican printer in the United States. His decision to republish these heated debates was no doubt intended to support President Jefferson's positions in foreign policy, especially with regard to the recently-passed embargo, prohibiting American commerce with Great Britain and France. A scarce French printing and examination of "Jay's Treaty" of 1794, signed between the United States and England, and its potential ramifications for France and for American-French relations. Jay's Treaty, arguably the most controversial American treaty until the Versailles and League of Nations treaties after World War I, was negotiated by Supreme Court Chief Justice John Jay, and sought to settle questions arising from the Treaty of Paris of 1783, to clarify commercial relations between England and the United States, and to secure the British evacuation of military posts in the Old Northwest. Federalists generally supported the treaty as a practical necessity, while Jeffersonian Republicans rose up against it, believing it was too generous to England. It was finally passed by the Senate, but did much to harden differences between the nascent political parties. The treaty was met with alarm in France, which had signed important treaties of alliance and commerce with the United States in 1778, and which was on a collision course with England in the 1790s. John S. Eustace, an American exiled from Great Britain, came to America with the French army during the Revolution, and served as aide-de- camp to Generals Lee and Sullivan and as Adjutant General with Georgia troops. This copy was sent by the State Department to the collector of Newport, as indicated by a manuscript inscription at the head of the titlepage: "The Secretary of State requests the Collector of New[port] to permit any person enquiring for this list to per[use] the same. Dept. of State 14 Nov. 1803." Under the seventh article of the 1794 treaty between the United States and Great Britain, commonly known as "Jay's Treaty" after American negotiator, John Jay, England agreed to compensate American merchants and citizens for losses incurred through the actions of British ships during the French Revolutionary Wars. The present work lists hundreds of American ships that fell victim to the British navy, gives the name of the ship masters and of the American claimants, the amount due to the claimant, and the agent in London to whom the amount was payable. One page contains a list of cases that are still "unfinished business before the board" as of July 15, 1803. Apparently not in Shaw & Shoemaker. OCLC locates a total of three copies (listed under two records), at the Peabody Essex Museum, Western Reserve Historical Society, and Yale. The first two put the place of publication as London, and Yale puts forth Washington. The phrasing of the titlepage, which refers to the Jay Treaty as the "British Treaty" inclines us to believe that this was printed in Washington. The definitive text, with American and British ratification, of Jay's Treaty of 1794, which arranged reciprocal concessions regarding trade and commerce between the United States and British North America, and provided for the appointment of a commission to settle the north-east boundary and for the withdrawal of British troops from American territory. Tremaine notes that the Quebec edition was probably reprinted from a copy of the edition printed in London by Edward Johnson in 1795 which had been despatched by Portland to Gov. Dorchester and laid before the Council at Quebec, May 17, 1796. The present copy includes (pp. 42-45) the 'Explanatory Article', sometimes not present, in which the rights of free intercourse and commerce as set forth in article 3, are re-affirmed and signed by P.Bond and Timothy Pickering.
