Andhra Pradesh, the fourth largest state in the country, has been a middle-order performer so far, with unexploited potential of its huge resources. Though growth in the state income has been generally below the Indian trend, the stateâs contribution to Indiaâs growth story has been significant, whether it is in agriculture as the rice bowl of India or in the services sector as a hub for higher education and the IT sector. Infrastructure in this state is better than in most states and connectivity through air, road and rail network is high. Intra-state disparities, however, are large, with some districts like Adilabad and Medak lagging behind others, and this is a cause of concern. Andhra Pradesh has ambitious plans of raising its growth rate to 9 per cent over the next five years. The state income, however, has grown at a much lower rate than the national average, leading to a low per capita income of Rs 21,684, compared to Indiaâs per capita income of Rs 33,299. The industrial base of the state is not well diversified; its main industries are tea, oil and gas. More than half its population is engaged in agriculture, but there has not been adequate investment in raising the crop yield. The services sector contributes less than half of the state income, with the largest share coming from community, social and personal services. On the social sector front, the state has made moderate progress in the field of education, while on the health front, there is much more to be achieved. In this volume, Assam has been excluded as it is a relatively larger state and Sikkim, though not geographically contiguous with the north-eastern states, has been included as it shares some of their unique characteristics. More importantly, Sikkim is a constituent state of the North Eastern Council (NEC), set up in 1971 with the objective of planning for rapid growth and development in the region. The north-eastern region has had a turbulent past, mainly due to disagreements between the numerous distinct groups that make up the population of the various states. Political tensions with China, Bangladesh and Myanmar have led to government restrictions in this region resulting in reduced growth opportunities so far.
