This volume features 29 submitted and 2 invited papers from the tenth East-European Conference on Advances in Databases and Information Systems (ADVIS 2003), held in Dresden, Germany, from September 3-6, 2003. An international program committee of 42 members from 24 countries selected these contributions from 86 submissions. Additionally, eight short papers were chosen for publication in a separate volume of local proceedings. For the first time, the conference included an industrial program with nine presentations from representatives of commercial companies in the database market. This event marks the tenth scientific gathering under the ADBIS acronym, celebrating a "jubilee" for this established series of conferences, which was founded by the Moscow ACM SIGMOD Chapter in 1993. Between 1994 and 1996, ADBIS was conducted as workshops organized by the Moscow ACM SIGMOD Chapter in collaboration with the Russian Foundation for Basic Research, inviting international guests to strengthen ties between the Russian research community and global researchers. The establishment of international program committees in 1995 improved the quality of the selection process and the overall contributions to the conference.
