Descriptions of census enumeration districts for the 1910 census are reproduced on the 10 rolls of microfilm publication T1224. United States Census, 1900 was the twelfth census conducted since 1790. The United States Census is a census that is legally mandated by the US Constitution, and takes place every 10 years. The first census after the American Revolution was taken in 1790, under Secretary of State Thomas Jefferson; there have been 23 federal censuses since that time. The U. S. Census is a population census. The US Census is mandated by Article I, Section 2 of the United States Constitution, which states: "Representatives and direct Taxes shall be apportioned among the several States. according to their respective Numbers. . The actual Enumeration shall be made within three years after the first meeting of the Congress of the United States, and within every subsequent Term of ten Years". Section 2 of the 14th Amendment amended Article I, Section 2 to include that the "respective Numbers" of the "several States" will be determined by "counting the whole number of persons in each State, excluding Indians not taxed."
