Two tables of contents, dated 1944 and then a revised contents page dated 1946. Contents include Appointments, Classified States, Fair Employment Practices, Political Activity, Safety, Travel, etc. The binder is very worn; the pages are age-browned, some tears. Some pages have green plastic tabs. A stapled, three-hole punched extra copy of Instruction 56 (Revision I) Efficiency Ratings, dated November 19, 1945 is laid in. Some pages have initials and notations.The binder is approximately 4 inches thick and weighs more than 8 pounds, Extra postage required.
