The author finds that Haffen, through his actions and policies, subverted the existing municipal contracting system and estimates that the city lost millions of dollars due to his blatant disregard for contract provisions. The investigation, drawing from testimonies, briefs, reports and other documents, describes Haffenâs behavior as a gross abuse of his discretionary power and details how he unjustly remitted penalties to contractors, allowed them to extend projects beyond agreed upon time limits, and then falsified reports to the comptroller to conceal his actions. Though Haffen believed he had the authority to do what he did, the author argues that the evidence suggests otherwise, pointing to the fact that Haffen's actions mostly benefited contractors who were his friends or donors or who used their influence to have their penalties excused.
