James Graham Wilson received his Ph.D. in diplomatic history from the University of Virginia in 2011 and his B.A. from Vassar College in 2003. He worked on Soviet and National Security Policy volumes for the Foreign Relations of the United States (FRUS) series in the Office of the Historian at the Department of State. Paul Henry Nitze (January 16, 1907 October 19, 2004) was an American businessman and government official who served as United States Deputy Secretary of Defense, U.S. Secretary of the Navy, and Director of Policy Planning for the U.S. State Department. Nitze co-founded the School of Advanced International Studies (SAIS) with Christian Herter in 1943 and the world-renowned graduate school, based in Washington, D.C., is named in his honor. His publications during this period include U.S. Foreign Policy: 19451955. In 1961, President Kennedy appointed Nitze Assistant Secretary of Defense for International Security Affairs. He is best known for being the principal author of NSC 68 and the co-founder of Team B. He helped shape U.S. Cold War defense policy over the course of numerous presidential administrations. Nitze was President Ronald Reagan's chief negotiator of the Intermediate-Range Nuclear Forces Treaty (19811984). In 1984, Nitze was named Special Advisor to the President and Secretary of State on Arms Control. Paul Nitze was and is important for reasons other than just a historic memo and the Cuban Missile Crisis. This was a man who helped write the Selective Service Act, helped procure resources for the Cold War fight against communism, wrote the final reports of the US Strategic Bombing Survey, and authored the Strategic Arms Reduction Treaty (START). His conclusions on the turning and end points for the Axis Powers during the war informed his beliefs throughout the Cold War. In America's Cold Warrior, James Graham Wilson traces Paul Nitze's career path in national security after World War II, a time when many of his mentors and peers returned to civilian life. Serving in eight presidential administrations, Nitze commanded White House attention even when he was out of government, especially with his withering criticism of Jimmy Carter during Carter's presidency. While Nitze is perhaps best known for leading the formulation of NSC-68, which Harry Truman signed in 1950, Wilson contends that Nitze's most significant contribution to American peace and security came in the painstaking work done in the 1980s to negotiate successful treaties with the Soviets to reduce nuclear weapons while simultaneously deflecting skeptics surrounding Ronald Reagan.
