The others, though they are often mistaken for ‘real’ police officers, are hired by private interests to protect private interests, and as the author points out, ‘whether they work for Macy’s or the Mafia is less significant than the fact that they do not work for the voters and taxpayers.’ Private security is now a $5 billion industry in the United States, and the shadow army of private cops, many of them with strong ties to official or public sector police organizations, comprises a little-known, but powerful and potentially dangerous, American subculture. In this book, the author, a former CIA electronics surveillance specialist and branch chief, reveals the ways in which private police power touches our lives and in many cases infringes illegally on our liberties. The threats range from such obvious ones as the under- trained, underpaid, and often trigger-happy private guard (‘at $2 an hour you don’t get Wyatt Earp’), to the sophisticated work of the telephone cops who tap millions of conversations yearly without authorization. We are introduced to the fascinating specialists of this underworld: the lords of the files (information gatherers), the hardware merchants, political and industrial saboteurs, the secret listeners, the legendary private eyes, and the giant security firms: Burns, Pinkerton, and Wackenhut. In every chapter the narrative is bolstered by chilling anecdotes that bring the specialists and their work to life. The author also explains the operations of such organizations as the Law Enforcement Intelligence Unit and the Society of Former Agents of the FBI, which serve to bridge the gap between the public sector cops and their private counterparts. The greatest danger, the author points out, lies in the almost total lack of control over what goes on in the Private Sector. Many private cops get their training with the FBI, CIA, Army Intelligence, or municipal police units; then these highly skilled individuals migrate into private employment, retaining access to the contacts, information, and sometimes even the equipment of their public sector jobs. In some cases, documented here, Private Sector operations have been set up specifically to circumvent the laws controlling the CIA and FBI. George O’Toole sees the growth of the Private Sector not as something evil in itself, but as a reflection of the breakdown in our criminal justice system and the decline in our regard for the law. But this aggregation of police power beyond the direct control of the democratic process is an ominous sign; and while we do not yet live in a police state, the machinery and the methods that might bring about this transformation are now in existence in the Private Sector. . George O’Toole is a former computer specialist who served with the Central Intelligence Agency as chief of its Problem Analysis Branch. He was born in New York City in 1936 and studied mathematics at Iona College. While with the CIA he specialized in using information processing technology to solve problems in intelligence analysis.
