A committee on India`s Tax Reforms was set up under the Chairmanship of Raja J. Chelliah. The Committee submitted its reports in 1992 and 1993 and made some bold recommendations. Accordingly, Beginning with 1992-93, various reforms were introduced in successive budgets by different Finance ministers : Manmohan Singh, P. Chidambaram and Yashwant Sinha. It would not be wrong to say that India is currently facing a mix of Complex fiscal problems pertaining to central government as well as state governments. In July 2000, the Planning Commission set up an Advisory Group under the chairmanship of Parthasarathy Shome to Study Tax Policy and Tax Administration and make appropriate Recommendations for generating adequate resources for the Tenth Five Year Plan. The advisory group submitted its report in May 2001 and made recommendations for tax reforms also. On September 3, 2002, the Ministry of Finance & Company Affairs set up a Task Force on Indirect Taxes (under the Chairmanship of Vijay L. Kelkar) with the objective of bringing the indirect tax systems and procedures at par with the best international practices, and thus encourage compliance and reduce transaction cost, taking the advantage of Information Technology. Another Task Force for Direct Taxes was constituted on September 6, 2002 with the objective of rationalising and simplifying the Direct Tax Laws and re-design the procedures to bring them at par with best international practices so as to encourage voluntary compliance and reduce cost. The Consultation Papers on Direct and Indirect Taxes were presented to the Government on November 2, 2002, and generated an intense public debate. The Task Force - in finalizing their reports and reformulating their proposals - have accepted the principle that no vulnerable class of tax payers shall be worse off because of their proposals. Keeping this principle in view the Task Force has modified its consultation Paper proposals. The final reports on Direct and Indirect Taxes were submitted on December 27, 2002. Quoting from the Report : "The report of the Task Force is a continuation of the Fiscal Reforms initiated by the path-breaking work of the Tax Reforms Committee under the chairmanship of Raja J. Chelliah, in 1991. We also benefited from the outstanding work done by the Advisory Group on Tax Policy and Tax Administration for the Tenth Plan under the chairmanship of Parthasarathy Shomein2001". The present publication includes all the said reports and papers on Tax Reforms viz : (i) Report of the Task Force on Direct Taxes; (ii) Report of the Task Force on Indirect Taxes (also including the consultation papers); (iii) Report of the Advisory Group on Tax Reforms (Chairman: Parthasarathy Shome) 2001 and the Chelliah Committee Reports, 1992 and 1993.
