"The bane of the caste system has been the hierarchical stratification of the privileges and ritual statuses which were totally ascribed. While the higher castes enjoyed higher ritual status, socio-economic privileges, education and learning, the lower castes were deprived of all good things in life. The subsequent scriptures including the Puranas, Geeta and Manu's Dharmashastra rationalized all such inequalities attributing them to Karma. The rigidity of the caste structure and its attendant ramification of socio-economic inequality are based on the endogamy that is practiced which ensures privileges to higher castes on a permanent basis. The privileges that once enjoyed by higher castes are preserved to their progeny through inheritance, while handicaps are sustained by the lower castes on a permanent basis. The privatization and globalization processes are making the situation more alarming by further widening the gap between the haves and the have nots, the terms that could be generally substituted for upper and lower castes. The only way out is to sensitize the lower castes of their miserable plight and to enlighten them about paths and possibilities of their redemption. The post-independent Indian state too had undertaken many ameliorative programmes but the caste still remains a massive deadweight on the Indian society obstructing the birth of a new humanity informed by equality, freedom and fraternity. In this book a number of scholars have put forward their ideas and reflections on how to eradicate the caste and to facilitate the birth of a new humanitarian social order." (jacket).

Ever Since the Planning Commission (June 14 2006) styled its Approach Paper to the Eleventh Five Year Plan (2007 2012) with a caption Towards Faster and More Inclusive Growth the phrase Inclusive Growth has assumed greater significance in plan paradigm shift discussions at different levels all over the country and abroad. Inclusive growth is a welcome shift in emphasis in Plan Approach Paper but will it mean better distribution in the globalised India. The book is divided into three parts. Part I analyses the dynamics of globalisation in the world as well as in Indian settings. While Part II focuses on the various dimensions of inclusive growth Part III Identifies the issues involved in achieving inclusive growth against the embedded inequitable social system with workable solutions. The contents and coverage of the topical theme are comprehensive and critical in its scope spread and solutions. A valuable volume to academics research scholars and students in development and planning studies and also to policy makers. 284 pp.

Krishna Rao. Bibliography. Index. Even after six decades of independence the significance of Indian agriculture is overburdened with more people more area less economies which is solidly depending on vagaries of monsoon. Government's rural development has not made the desired impact on the lives of people. However the degraded moonscape of Jhabua district became the setting for a major watershed development programme. This grew into other programmes of rural development. The poorest of the poor are reaping the benefits today. The objective is to trap every drop of rain people have to demand nullahs build tanks and watersheds. To conserve soil people had to plant fruit bearing trees. Soon there was grass for cattle and crops of different kinds. Anna Hazare and Ralegan Siddhi's people got used to producing surplus water and began to build brick houses for themselves. The primary aim is to make water every body's responsibility and to ensure that water management is not a centralised issue that the state has to deal with. All water comes from rain. Rain is decentralised. So is the demand for water. Why can't we decentralise scientific suppl.

Rural development cannot be achieved without a complete process of change in rural areas which leads to improvements in rural income employment opportunities income distribution rural welfare and other aspects of rural life. Rural development reform is not a time bound process. It is ceaseless and continuous effort which requires long term planning and for this certain bold assumptions or will powers have to be made. 312 pp.

The role of Rural Non Farm Sector (RNFS) is crucial both in generating productive employment and alleviating poverty in rural areas because of the limited absorptive capacity of the urban sector and near saturation of the agricultural sector in further absorption of workers. Disaster preparedness in India with special reference to Andhra Pradesh/P. Jaya Lakshmi. Index. Natural disasters cannot be prevented but their effort can usually be mitigated by an effective disaster management policy. Disaster management means a planned and systematic approach towards understanding and solving problems in the wake of disasters. The disaster plans lines measures to minimize human and economic losses from disasters and to facilitate effective rescue relief rehabilitation and reconstruction. The disaster plan spells out what is to be done before during and after a disaster by whom when and how. By anticipating these extraordinary events and acting to minimize their effects a plan helps to rescue the continuity of growth and development. Practical experiences has proved beyond doubt the commitment of recourses to disaster effectiveness compared to sinking of resources in an adhoc way in rescue and rehabilitation. In fact timely prediction and warning systems in coastal areas of Andhra Pradesh and building cyclone shelters have contributed to dramatic reduction of loss of life.
