James Kay-Shuttleworth (1804-1877) was a physician, public-health reformer, and chief founder of the English system of publicly financed elementary education. Having obtained his medical degree from the University of Edinburgh in 1827, James Kay-Shuttleworth worked as a physician in Britain's industrial towns where he became deeply concerned about the social and educational needs of the poor. In 1835 he became an assistant poor-law commissioner, and his efforts to educate pauper children in workhouses convinced him of the need for a national system of education and teacher training. In 1839 Kay-Shuttleworth was appointed first secretary to the council set up to administer the government?s annual education grants. Together with E. Carleton Tufnell, he founded St. John?s College in Battersea, London, which was the first training college for schoolteachers in England. He introduced a system for the inspection by government officials of those schools receiving a grant. He also expanded and improved the pupil-teacher system, in which intellectually promising youths aged 13-18 simultaneously taught in elementary schools and received secondary education from the heads of those schools. Kay-Shuttleworth?s health collapsed in 1848 but throughout his retirement he continued to promote state education through numerous publications, including articles on the results of the Education Act of 1870. "Shuttleworth was a giant among public servants and the architect of a plan which three generations after his death became a completed structure. To him more than anyone else we owe a debt of gratitude for the fact that this country today is equipped with schools 'for the children of her people' and that this enormous task was completed without a major battle between Church, State and Local Authorities.' - Jacket blurb.
