Die eigentliche Fragestellung dieser Hausarbeit wird in den beiden letzten Kapi-teln bearbeitet. Nach der Weltwirtschaftskrise in den 30er Jahren des letzten Jahrhunderts schrieb John Maynard Keynes das bahnbrechende Werk The General Theory about Employment, Interest and Money, welches die Wirtschaftstheorie und -politik revolutionierte und bis in die 70er Jahre international beeinflusste. Doch ab Mitte der 70er Jahre befand sich der Keynesianismus in der Krise, weil seine fiskalpolitischen Instrumente offensichtlich nicht zum Erfolg fuhrten. Das offnete Milton Friedman und seiner Chicagoer Schule Tur und Tor. Es wurde sich auf die Klassiker wie beispielsweise Adam Smith ruckbesinnt. Doch damit gab sich der Fiskalismus noch nicht geschlagen: 2008 feierte er, zumindest in der Bundesrepublik Deutschland, ein Comeback. Nach der Subprime-Krise wurde sich in der BRD der keynesianischen antizyklischen Fiskalpolitik erfolgreich bedient (Konjunkturpaket I und II mit der beruhmten Abwrackpramie). In der folgenden Arbeit wird zu untersuchen sein, mit welchen Mitteln die beiden gegensatzlichen Theorien zwei bedeutende wirtschaftspolitische Ziele, der hohe Beschaftigungsstand und die niedrige Inflationsrate, zu erreichen versuchen. Dazu werden zuerst die wirtschaftspolitischen Ziele generell vorzustellen und zu erlautern sein: Wozu dienen sie, wie lauten sie und in welchem Verhaltnis stehen sie zueinander? Besonderes Augenmerk wird dabei auf die beiden zentralen Ziele hoher Beschaftigungsstand und niedrige Inflationsrate und ihren theoretischen Zusammenhang gelegt. Diese Voraussetzungen waren in der Weltwirtschaftskrise erfullt, Preise und Lohne sanken im groen Umfang, jedoch war eine Tendenz zur Ruckkehr zur Vollbeschaftigung nicht erkennbar. Keynes folgerte vor diesem Hintergrund, dass sich die in einer Krise automatisch ausgeloste Tendenz zur Ruckkehr zum Gleichgewicht, wenn uberhaupt vorhanden, nur sehr langsam und schmerzhaft vollzog. Dies verlangte, laut Keynes, nach einer neuen Theorie, die die wahren Grunde der Arbeitslosigkeit beschrieb und zugleich den Weg aus der Krise aufzeigte.
