First edition, with all the title pages reading The New Royal Encyclopedia (see Alston); 3 volumes in 4, folio, 8-p. subscribers' list at the back of volume III (listing over 1500 names), contemporary full reversed paneled calf, red and black morocco labels on spine; engraved frontispiece in volume I and 153 engraved plates (including 7 folding maps) placed in a separate fourth volume (plate list calls for 150); some slight cracking of the joints on the plate volume, spine ends slightly chipped and/or rubbed, but otherwise very good and sound. Apparently issued in 150 parts. Not in Walsh, Anglo-American General Encyclopaedias; not in Circle of Knowledge; Goldsmiths'-Kress no. 13772; Alston III, 568 recording the third edition (1797?) only with the title The New Encyclopaedia: "The extraordinary variety of editions for each volume found in various ciopies makes this seem like a bookseller's hoax. The title page to the second volume in the Signet copy reads The New Royal Encyclopaedia . No acknowledgement is made to previous works . The usually found combination is as follows: vol. I - third edition; vol. II - second edition; vol. III - second edirtion. Contemporary vellum spine and sprinkled boards, covers incorporating the engraved armorial bookplate of The Reverend James Edward Gambier M.A. of Langley, Kent, within a black rule border. In very good condition. Ownership inscription J. E. Gambier Langley Kent 1824 to title, annotation to front free endpaper "Of these essays, that on government is by much the most valuable. To me it appears far superior to anything I ever read on that subject", and another note to rear endpaper. First collected edition, printed hors commerce in an edition of only 50 copies (NCBEL III, col. 1549). Macvey Napier's invitation to contribute to his Supplement to the sixth edition of the Encyclopædia Britannica (1816–24) provided Mill with an excellent opportunity for propagating Utilitarianism. For all the personal fame Mill earned by the History of British India and Elements of Political Economy, "philosophic Radicalism" as a movement still lacked a house journal of the sort which the Westminster Review (begun in 1824) was to become. The essay on Government – regarded, wrote John Stuart Mill in his Autobiography, as a "masterpiece of political wisdom" by the philosophic Radicals – became a sort of authorised Benthamite primer on political theory; and when it was issued again, in 1828, attracted Macaulay's well-known attack in the Edinburgh Review, marking a notable juncture in the history of British liberalism. However, "Government"must not simply be viewed (or fêted) in splendid isolation. "To place it in the context of Mill's thought, one must relate it not only to his philosopy and educational theory, but as well and equally importantly, to the other eleven essays written for the Supplement This point would not be so important if these essays were duplications of material found elsewhere. But they are not. With the exception of three minor and early essays ['Banks for Savings', 'Beggar', and 'Benefit Societies'], the rest are products of his mature thought, and are also considered statements on the subjects concerned. Despite Mill's statement that they were 'all of them written against time,' they represent, in total, a text book on government, as Mill recognized. The selective reprinting of them illustrates this awareness. In both reprints, he made changes to the texts, and to "Government" in particular, extensive changes" (Fenn, James Mill's Political Thought, 1987, p. 115). The bibliography of Mill's contributions is complicated. "Government" was printed separately in 1821 (London, Traveller Office, 5 May 1821), "not for sale, but for gratis distribution" (Bain, p. 191), and separate reprints of other articles followed. According to Bain, the first collected edition (four essays) was printed in 1825, and the second (seven essays) in 1828. First edition of the last published work of James Mill (1773-1836), Scottish political philosopher, staunch Benthamite, a key influence on David Ricardo, and father of John Stuart Mill. The Fragment is a stinging attack on Sir James Mackintosh's Dissertation on the Progress of Ethical Philosophy (1830), in which both Bentham's radicalism and Mill's Essays on Government (1820) were assailed by the whig polemicist. "With its withering sarcasm and unremitting ridicule, Mill's Fragment is a disagreeable and intemperate book. But it makes an effective case for utilitarian politics and moral philosophy" (ODNB). John Stuart Mill's biographer Michael St. John Packe writes amusingly that "'Old Mill' was in a gingery mood, having just effectively satisfied his long-felt desire to 'touch up Mackintosh before I die'.
