Charles Knight and Co. 1839. * Goldsmiths 31099. * Signed Charles Shaw Lefevre, Charles Rowan and Edwin Chadwick. Edwin Chadwick, the Secretary of the Poor Law Board, who had been influential in the establishment of the Metropolitan Police, began to press the Home Secretary to begin to take steps to achieve a similar improvement in the rural police. Chadwick proposed the appointment of an inquiry. Russell was enthusiastic about the idea and asked Chadwick himself to lead the inquiry. The enquiry spent three years building up its evidence and produced a very important survey of the state of crime, the careers of habitual delinquents, the risks to life and property etc. in the country regions. The Commission found the existing rural police quite inadequate to deal with the problems it revealed. The new police of the towns were regarded with fear by the criminal classes. The rural police exercised no such salutary influence. All the evidence pointed the same way: there could be no security in the country districts without a trained, full-time police force. In the final paragraphs of this far-seeing report Chadwick's inherited Utilitarianism addressed itself to the question of whether a centrally directed professional police force in the country would endanger liberty. Report commissioned by William IV shorly before his death and presented to Queen Victoria early in her reign. It led to 'The County Police Act 1839' (also known as The Rural Police Act) and was an Act of Parliament passed by the Parliament of the United Kingdom. The act enabled Justices of the Peace in England and Wales to establish police forces in their counties. Contents present types of crime and the crime figures, the existing force, and arguments for a paid constabulary. CONDITION Professionally reboud with Red Moire bds, Black Leather blind tooled spine and tips with 5 raised bands, new eps, pp xi 416 no fold out plan though it appears not to have been included in original binding. Internally a nice bright copy, original front blanks rather spotted with a closed tear to one and contemporary name, slight stain to bottom edge of the odd page. Overall a very nice copy. About this Item: W. Clowes, London: 1839 and 1850, 1839. Folio. vi + 255 pp. and xxii + 299 pp. Bound in contemporary half-calf over marbled boards. Contrasting title label, lettered gilt. A trifle worn at extremities but a very good copy. POLICE :- Edwin Chadwick (1800-1890), one of the nineteenth century's great reformers, and Charles Rowan, chief commissioner of the new Metropolitan Police, conducted this inquiry into the means of improving police protection and getting at the 'removable antecedents of crime.' It was Chadwick who also conducted the groundbreaking inquiry (PMM 313) into sanitary conditions in 1842 which led to tremendous advances in public health reform. POST :- 'Select Committee appointed to ascertain the most expeditious and least expensive mode of postal communication between London and Paris and the Northern parts of Europe'. (p.iii). The report comments on the lateness of mails between London and Boulogne via Folkestone, this route having temporarily replaced the Dover to Calais route. The two routes and respective harbour facilities are then compared. The Committee concluded that the Boulogne route remained the most expensive and stated that 'risk of serious accident to the packets is greater . [and] that Calais could not well be superceded' (p.v). The Committee recommended that trains from Dover to London be accelerated and noted delays in day mails from Paris. Proceedings include a fuller draft report. 36 witnesses appeared before the Committee on 10 days of evidence session held between March and May 1850. 1,861 questions related to the mails, their organisation, times and procedures involved and overall efficiency (of railways and steam packets). These questions were put to British and French postal officials, railway and ship workers associated with the mail service. A further 275 questions were put to Parliamentary clerks, newspaper proprietors and officials connected with the printing of Parliamentary papers (including Henry Hansard). These largely related to the procedures linked to the aforementioned breach of privilege.
