Begins: 'The Provisional Committee appointed at the meeting of representatives of the Iron, Steel and Allied Trades held at the Westminster Palace Hotel, London, in May last, have arrived at the stage for submitting to a further meeting the result of their proceedings.' Discusses 'some misapprehension regarding the financial responsibilities that affiliation with the Federation will involve'. With pencil notes, including 'Mr. Whale says | "No Action" | (File)'.
