As a commercial partner with a firm in St. Petersburg, he traveled to Persia by way of the Caspian Sea in 1743. About this Item: London: printed for J. Dodsley; and Brotherton and Sewell, 1775. 4to., (2) + xxxiv + 288pp., contemporary calf gilt, neatly rebacked, spine fully gilt with labels. A very good copy indeed. First edition. Reissued in 1780 as The citizens monitor> with new prefatory material. The Defects of Police> is one of Hanway's most important works on social reform. The title The Defects of Police> may possibly mislead a modern reader as to the scope of the work. John and Henry Fielding in the 1750s and 60s had set about to improve law and order in the metropolis and prevent crime and for the first time the word 'police' in its modern sense of 'police force' had begun to be used. Hanway's book, however, is dedicated 'To the clergy, legislators, magistrates, overseers of the poor, governors of charities, particularly of Bridewell-Hospital, and other officers concerned in the police of England, and the people who are interested to support it'. From this it is clear that by the term 'police' Hanway, and other contemporary writers, meant policy>, i.e. economic and social policy particularly as regards provision for and regulation of the poor. The heading of one of the first sections of the book states that 'parochial charity, [is] the foundation of our police in England'. The topics covered are thus very wide ranging, from Imprisonment, with descriptions of various prisons including Newgate, the use of solitary confinement, houses of industry, spunging houses, the Magdalen Hospital, The London Workhouse, lying-in hospitals, charity schools, crime including theft, education, capital punishment with an observation that most of those who go to the gallows are not much older than boys, theatrical performances, lewdness, prostitution, cheap food, begging by the blind, begging and vagrancy generally, air pollution, infant mortality, accommodation for paupers, diet for the indigent, night houses, lotteries, marriage, inoculation and the treatment of chimney sweeps or climbing boys. This last sub-group of the infant urban poor had already engaged Hanway's attention in a pamphlet on this subject entitled The state of Chimney-Sweeps Young Apprentices> and in The Defects of Police> Hanway returned to the subject of 'these distressed boys'. In his opinion good order was 'in no instance so horribly neglected'. Magistrates did little to check abuses, as David Porter discovered when he appealed to John Fielding in 1776 on behalf of a particular boy who had been ill-treated by his master. Benjamin Franklin had proposed licensing chimney sweeps long before in Philadelphia (1735), but Hanway's was the first persistent voice reminding Londoners of the reality behind the heart rending cry of 'Weep! weep! weep! weep!', still heard by William Blake after Hanway's death. Afflicted by asthma, inflammation of the eyes and scrotum, cancer, malformation of the spine, burned legs and arms, malnutrition, and exposure, the boys continued to cry the streets. Hanway tried to awaken humanity, but there was no powerful lobby behind him, no national interest that was jeopardised by the boys' continued exploitation and the plight of chimney sweeps continued to exercise the imagination of writers such as Blake, Montgomery, Dickens and Charles Kingsley until Lord Shaftesbury eventually made their use illegal.
