About this Item: Hogan & Thompson, Philadelphia, Pennsylvania, U.S.A., 1848. Cloth Boards. Condition: Fair. Black cloth boards with gilt lettering and design on spine. "With references to the practice and rules of the House of Representatives. The whole brought down to the practice of the present time; to which are added the rules and orders, together with the joint rules of both Houses of Congress. And accompanied with copious indices." Boards and text block are moderately warped from water damage. Boards are also lightly rubbed and moderately soiled. Corners are lightly bumped and the cloth is rubbed off at corners of boards. Spine ends are significantly bumped, such that the head of the spine is missing above the text block and the cloth is beginning to peel off the head of the rear board. Binding is slightly cocked but hinges are tight. Despite the exterior damage, this old and rare book is quite readable. Moderate foxing to the tops of pages and darkening (from water damage) to the bottoms of pages throughout, though the text remains bright and completely legible. The book has no odor except for that faint, delicious smell of an antique book. Seller Inventory # 1213

About this Item: Hogan & Thompson, Philadelphia, PA, 1834. Hardcover. Condition: Very Good-. Early printing. This book is in Very Good- to Very Good condition and was issued without a dust jacket. The book covers have some light bumping and edge wear to the spine ends and corners. There are several spots of fraying to the spine ends and corners as well. There is a large spot of ink to the front cover of the book ( a real problem when inkwells were a regular feature of desks), which has dripped over onto the inside edge of the rear cover and along the very top outside of the foredges of several text pages. The text pages are mostly clean and bright, though there are faint spots of foxing throughout. This copy includes the inkstamp of James A. Peden (possibly the James Peden who was Envoy Extraordinary and Minister Plenipotentiary (Argentina) in 1854). Also included is the adhered bookplate of LeRoy V. Brant, the Music Director of the San Jose Symphonic Choir and Founder of the San Jose Municipal Chorus. There is another hand inked name on the title page which appears contemporary to the book - First name William. The last name is difficult to read. ".the Senate have accordingly formed some rules for its own government: but those going only to few cases, they have referred to the decision of their President, without debateand without appeal, all questions of order arising either under their own rules, or, where they have provided none." "Manual of Parliamentary Practice for the Use of the Senate of the United States, written by Thomas Jefferson in 1801, is the first American book on parliamentary procedure." "The Senate traditionally has not considered Jefferson's Manual of Parliamentary Practice to be its direct authority on parliamentary procedure. However, starting in 1828 the Senate began publishing a version of Jefferson's Manual for their use, removing the Senate Rules from within the text and placing them in a separate section. In 1888, when the Senate initiated publication of the Senate Manual, a copy of Jefferson's Manual was included in each biennial edition. This practice continued until 1977.". Leather attached still to the spine. Text block good and tight and complete, 188 pages. Front free endpaper detached but present. The name M.R. Lanckton signed on the inside front cover and again on the title page (added around the time of the Civil War). Some ordinary fading to the pages, but no significant stains or foxing or tears. Jefferson wrote this little handbook while he was vice president. It is often overlooked, since it is a true manual of practice, not a dissertation on liberty or rights of man, but it is the work of Jefferson all the same -- he published only this and the Notes on the State of Virginia in his lifetime. Though the title identifies this as the third edition, it apparently is the fifth that was published. Jefferson compiled this for his own use as Vice-President, and first published it in 1801. This edition was published by Jeffersonian newspaper editor William Dickson. In 1799 he founded the Lancaster Intelligencer and Weekly Advertiser which was thoroughly anti-Federalist and Jeffersonian in editorial policy.
