XX JAMES MAGGREGOR BURNS: Ever since his graduation from Williams College in 1939, Mr. Burns has been planning a political biography of Franklin D. Roosevelt. He served in the Roosevelt Administration on Capitol Hill as assistant to a Congressman and on the National War Labor Board, terminated by two years in the Army in the Pacific Theater. There he took part in the invasions of Guam, Saipan, and Okinawa as participant-historian, wrote the Army history of the Guam operation and co-authored the Okinawa history. On returning to civilian life, he spent the summer of 1946 poring through the then-unorganized material in the Franklin D. Roosevelt Library at Hyde Park. Roosevelt: The Lion and the Fox began taking definite shape, but was again interrupted, this time by further study and teaching. Mr. Burns took his Ph.D. at Harvard in 1947 and the same year returned to teach at Williams College where he is now Professor of Political Science. By 1951 he was able to devote himself to uninterrupted research and writing, during which time he and two associates worked at Hyde Park examining tens of thousands of letters and documents, and interviewed Mrs. Roosevelt, James A.
