The book is in Very Good+ condition and was issued without a dust jacket. The spine ends and corners of the book covers have some light rubbing and wear. The text pages are clean and bright. "The law of war is a legal term of art which refers to the aspect of public international law concerning acceptable justifications to engage in war (jus ad bellum) and the limits to acceptable wartime conduct (jus in bello or international humanitarian law). Among other issues, modern laws of war address declarations of war, acceptance of surrender and the treatment of prisoners of war; military necessity, along with distinction and proportionality; and the prohibition of certain weapons that may cause unnecessary suffering. The law of war is considered distinct from other bodies of law—such as the domestic law of a particular belligerent to a conflict—which may provide additional legal limits to the conduct or justification of war. The Hague Convention of 1899 are a series of international treaties and declarations negotiated at two international peace conferences at The Hague in the Netherlands. Along with the Geneva Conventions, the Hague Conventions were among the first formal statements of the laws of war and war crimes in the body of secular international law. The Convention with respect to the Laws and Customs of War on Land contains the laws to be used in all wars on land between signatories. It specifies the treatment of prisoners of war, includes the provisions of the Geneva Convention of 1864 for the treatment of the wounded, and other provisions. The section was ratified by all major powers mentioned above. The Hague Convention of 1907 reaffirmed these rules with minor revisions and was also ratified by the major powers. Reflects the rules of war baseline that the United States Army took into the First World War. The First World War was one of the earliest major conflicts fought under (or around) the provisions of the Hague Conventions. This work on the Rules of Land Warfare had been prepared for the use of officers of the land forces of the United States. It had been found essential to make many additions to the texts of the Hague and Geneva conventions, since these do not deal exhaustively with their subject matter. The text of the manual which is for the guidance of officers of our Army is the official translation of the French as ratified by the United States Senate. Especial use was made of The Rules of Land Warfare, prepared by officers of the English Army and Prof. Nagao Ariga's book, "La Guerre Russo-Japonaise" which dealt so carefully and thoroughly with the laws and uses of war during one of the greatest wars in the period just prior to the First World War.
