Plowden’s Short History contains a sweeping exposé of the government’s erosion of the principle of trial by jury in the 1794 State Trials of the English Jacobins. Of the events, Plowden writes: " the Law Officers and Ministers of the Crown can vauntingly arraign three repeated Verdicts of different Juries upon the same question, deny the acquittal of prisoners to be proof of their innocence it becomes requisite to caution my countrymen against affixing guilt to such as are cleared of it by the verdict of their peers."
