Beginning in 1838 The Federal Republic of Central America was torn apart by civil wars pitting Liberals against Conservatives and the desires of the various states against the central government, with constitutional issues at the heart of the controversy. The Liberals installed Gen. Carlos Salazar in January, 1839, as provisional president of Guatemala replacing Conservative Mariano Rivera Paz. This was during a brief period of peace between the two factions. Here in a decree dated 20 March 1839 Salazar offers to act as mediator for any effort at a lasting peace.
