The book outlines church procedures, rules, and discipline, and was adopted by the General Conference of 1896. According to the preface, "The object of the book is to create uniformity in the administration of the discipline of the church, and to assist, especially pastors whose experience is not so extensive." According to one scholar, the book "placed Zion's law and its practice squarely within the woman's era.Small affirmed that church law did not discriminate against female congregants.
