Provenance: Library of Congress, with their 10mm perforated "LC" stamp on the very bottom of the first leaf, plus their rubberstamp surplus marks on the first and last leaves. GOOD condition. Some of the top-right of the leaves are curled a bit. [++] O'Neal delivered this address at a particularly bad point in the Depression, just at the point of it becoming the Great Depression. Also the address came right before FDR was inaugurated 4 March 1933 O'Neal would stay with FDR in this capacity for the entirety of the FDR presidency, and then two years into the Truman administration.
