Migratory bird populations in North America were in dramatic decline by the early 1900s, largely from over-hunting for meat and feathers. The importance of protecting migratory birds was officially recognized in 1916 with the signing of the Migratory Birds Convention, a treaty endorsed by the United States and Great Britain (on behalf of Canada). The terms of the Convention were confirmed in Canada by the passing of the Migratory Birds Convention Act, 1917. The agreement was one of the worlds first international treaties on wildlife conservation, and over the years has helped to keep many species from the brink of extinction. The legislation was designed to protect migratory birds (both coastal and inland) through a broad prohibition on disturbing or destroying birds, nests, and eggs, and was accompanied by strict hunting and permitting regulations. It also included regulations that promoted the creation and management of migratory bird sanctuaries in areas with important habitat.
