And with a partial jacket for "Camille Bloch Libraire:. Later a banker and power broker, in the second half of the 1920s, while he was an academic, Alfred Pose published in the daily L'Avenir d ' ?mile Bur? several reflective articles, on inter-allied debts, on the development of the French colonial empire, on foreign labor, on fiscal arbitrariness, on the risks of Malthusianism. In 1948 he published an essay, Philosophy of Power. Since the "bankruptcy of the parliamentary regime " and the "dark days of 1940" , he says he has been looking for a system capable of "freeing the elite required for truly effective government action". He quotes extensively from the ideas of Ernest Renan , who considers the people to be radically incapable of choosing " . Pose considers that it is the elite who must govern the country - "only the elites can regenerate the failing democracy, on condition that they regain the power of which the parliamentary regime has deprived them".
