La R�publique de Lettonie est le produit de huit si�cles d'occupations �trang�res. Son territoire a �t� profond�ment transform� par cinquante ann�es de sovi�tisme. Les nouvelles orientations politiques et �conomiques de la Lettonie depuis la restauration de son ind�pendance en 1991 ont eu des effets directs sur ses structures territoriales, tout comme les dynamiques contemporaines g�n�r�es par l'adh�sion � l'Union europ�enne en 2004 et le voisinage avec la Russie. La fronti�re orientale de la Lettonie avec la Russie est la nouvelle fronti�re ext�rieure strat�gique de l'Union europ�enne et de l'OTAN. Quelles sont ces dynamiques? Dans quelle mesure d�finissent-elles de nouvelles tendances r�gionales ? Quelle est la part des forces endog�nes ? Celle des forces ext�rieures, sur un espace de confins appartenant � l'"entre-deux" europ�en ? Ce m�moire de master s'appuie sur deux ann�es d'observations (2003-2005) men�es sur le terrain par l'auteur, en tant qu'assistant culturel � l'Ambassade de France, � Riga.

Pascal Orcier, n� en 1979, normalien, agr�g� et docteur en g�ographie, ATER � l'Universit� Lyon 3. Auteur de l'atlas bilingue La Lettonie en Europe (Zvaigzne ABC, Riga, 2005), cartographe. Il a soutenu en 2009 une th�se "les recompositions territoriales dans la r�gion de la Baltique orientale : Finlande, Estonie, Lettonie et Lituanie".
