About the Author:
Krishna Kumar is senior evaluation adviser in the Office of Foreign Assistance Resources, US Department of State. His recent publications include Promoting Independent Media: Strategies for Democracy Assistance and the coedited Promoting Democracy in Postconflict Societies.
