Mr. Foley. Mr. Chairman, I have a rather full discussion of the bill in written form which I would like to put in the record, if I may.

Mr. Foley. Because Of the shortness of time, I Shall try to be very brief. I have with me our Deputy and General Counsel, Mr. Fitz patrick and various members of the staff from the Office of the Ad ministration, the Federal National Mortgage Association and from the Federal Housing Administration who will be available for any ques tions that may arise.
