E' probabile che la decisione presa da Paolo III al principio del novembre 1539 di elevare la gabella del sale non fosse l'esclu sivo ed essenziale fattore determinante della aspra e impetuosa protesta perugina, ma costituisse la classica goccia atta a far traboccare un vaso gią colmo sino all'orlo di risentimenti per angherie da tempo sofferte e ad alleviare le quali non era stata di alcun giovamento la conclamazione dei sentimenti di fedele e devota sudditanza durante le accoglienze festose e liete tribu tate al Pontefice durante la visita del 1535.
La delusione si mescolava al risentimento. Il nuovo balzello parve ai Perugini gravissimo e, per di pił, tale da risultare lesivo degli impegni pattuiti sin dal tempo di Martino V e confermati da Eugenio IV.
