Here he discusses the personalities of spies and foreign agents, such as Philby and Burgess, and even attempts a formula for recognizing suspects. Staunchly anti-Soviet, Pincher is concerned with the flaws of Western intelligence and the threat of Communist agents: "anyone who doubts the threat is politically blind, deluded, naive, or part of it." Pincher's book is unbalanced, ignoring recent CIA exposes, for example. His primary audience will be believers in the "evil empire" concept.
