About the Author:
Phil Williams is Professor of International Affairs and Public and Urban Affairs at the University of Pittsburgh. He received his Ph.D. from the University of Southampton and his teaching and research areas include security studies, foreign policy analysis, transnational organized crime, and terrorism.
