In a time when the expense of running for Congress is escalating dramatically, serious efforts to contain costs remain stalled in the legislature. Kubiak, a former legislative aide to Oklahoma Senator David Boren, tells a disturbing tale of how and why efforts to reform campaign finance have failed. Beginning in 1985, Kubiak worked on behalf of Boren to gain the passage of a bill that would have limited political action committee (PAC) contributions. His book ends in 1990 when he left Congress, unsuccessful in his efforts. Kubiak notes the roles played by interest groups, party leaders, and the media in the legislative history of this bill, concluding that the relationship between contributors and congressional representatives must be broken before the public will hold Congress in esteem again. While this is an interesting story, there is little new here for professionals or scholars in the field. A better volume would be Janet Martin's Lessons from the Hill (St. Martin's, 1994) or even Eric Redman's classic The Dance of Legislation (LJ 6/1/73), though the latter is dated.
