He provides details of the planning process and its outcome during the Stalinist years, including the long- and medium-range plans that were perceived as a means of stimulating greater efforts by the populace rather than serious statements of goals to be met. Zaleski's conclusions are valid for understanding the Soviet system of today and for evaluating the nature of economic planning in any authoritarian state.
