About the Author:
Priscilla H. Machado Zotti is Associate Professor of Political Science at the United States Naval Academy. She received her B.A. in political science and history, her M.A. in political science from Baylor University in Waco, Texas, and her Ph.D. in political science from The University of Texas at Austin.
