PROMOTING POVERTY analyzes and compares the allocation of funds, "particularly those funds earmarked for disadvantaged children," by the New York City Board of Education to the 32 Community School Districts in New York City. The report documents that the Board of Education consistently shortchanges children in the poorest districts. There is no single cause or culprit: reasons suggested for the inequities range from institutional racism, to political power, to "an obsession with keeping middle-class kids in the system."
