"It is common to hear allegations citing that poor children in our school system are treated less equitably. The CSS report documents these inequities and clearly indicates that the time has come to explore these problems and make a true commitment to change. Success within the school system is often a poor child's only route out of poverty. I hope the circulation of this report creates a clearer understanding of this situation and prompts public officials to react positively. Assemblyman Jose E. Serrano 73rd District (Bronx), New York State
"This CSS report makes a strong case for administering the resources of our school system much more carefully and conscientiously, particularly within the Community School Districts. I spend a great deal of time in schools throughout the city, and it is obvious to me that in too many cases, 'despite heroic efforts of staff,' needs are least met where youngsters are poorest. Without placing blame or calling names, this report makes an important contribution to the struggle for adequate and equitable funding for the education of all our children, and especially our poorest children. Sandra Feldman, President United Federation of Teachers
