The experience of the West Virginia Highlands Conservancy demonstrates that a small grassroots citizens group can prevail against overwhelming forces, even if those forces include big money, entrenched politicians, initial public indifference, and even outright hostility. The Conservancy's forty-year history has led to an unprecedented string of environmental victories, many nationally precedent-setting, in a sustained citizen-driven effort to save critical areas of West Virginia, including the Cranberry Wilderness, Dolly Sods, and the Monongahela National Forest.

About the Author:
Dave Elkinton was elected the third president of the Highlands Conservancy at age 29, in 1973. A member continuously since 1970 and a Board member from 1973 to 1990, his first-hand knowledge of the issues and the personalities gives him a unique perspective to write about the Conservancy's first forty years, having missed only the first three. Elkinton is a retired social worker, with degrees from West Virginia University and the University of Kentucky. His career was split among community development, non-profit management, and state and local government. He served from 1983 to 1998 as executive of the Pricketts Fort Memorial Foundation, which operates Pricketts Fork State Park in Fairmont, West Virginia. Today he lives with his wife, Jan Hurst, near the Chesapeake Bay in southern Maryland.
