Kevin B. Jones, PhD, is deputy director and senior fellow for energy technology and policy at the Institute for Energy and the Environment at Vermont Law School, where he also leads the Smart Grid Project.

David Zoppo, JD, is a junior associate with Foley & Lardner, LLP in Madison, WI, where he practices in the areas of environmental law and energy regulation.
