This book has a particularity: It consists of Ismail Cem's articles, letters and speeches which were originally produced by the author in English or French, published by international press or addressed to foreign audiences. The only exception is an introductory chapter, 'A New Approach to Foreign Policy' that was added to this edition. The first edition was published in December 2000. 'I thought that my views as presented to a foreign audience might make an interesting entity', says Cem, 'that's how this book came about'.

ISMAIL CEM foreign minister of turkey, m.a.in political sciences, ismail cem is a writer, journalist and author of twelve books mainly on turkish politics and social democracy. since the 1970’s, he wrote a daily column in several newspapers. he is the former president of the trade union of journalists and former general director of turkish radio and television cooperation. he is a member of parliament since 1987; minister of culture in 1995. he was member, later president of the turkish parliamentary delegation at the council of europe where he was elected as the vice-president of the socialist group of the parliamentary assembly. minister of foreign affaires since june 1997, cem is considered to have redefined turkish foreign policy.
